According to PWInsider.com, WWE has urged Matt Hardy (whose no-compete clause ends on 7/11) to put off signing with TNA for a few weeks. WWE is seriously considering bringing Hardy in for a feud with Edge, as Vince McMahon is well aware of its box office value.
There is also a rumor that WWE sent TNA a fax regarding Matt Hardy's status. Take that with a grain of salt.
While the WWE.com article might suggest otherwise, the Blue Meanie/JBL situation is not a work.
