Plans for Randy Orton to become face have been around for months, but the surprise change at RAW last week was expedited by several reasons.

Orton was getting face pops everywhere and to prevent the risk of over-killing the audience and making them turn anti-climatic, WWE rather fans to cheer him now.

Most importantly, a new top baby-face would mean better business for the company. WWE business has been struggling as of late, and the extremely low ratings for SmackDown! and RAW haven’t helped either. Although Chris Benoit brings to the table, management sees potential in Orton to cause a business spark.

The downside of the sudden face change is that fans could turn against him if he’s considered “the chosen one” from management. WWE is planning to keep his character heel-like and edgy, avoiding the traditional face in order to prevent such a reaction.
